My friend has come back after working overseas for a few yrs..but she can't get a job?

My friend has a college education that is heavily applicable in the business world and and 6 years work experience in that industry.even though she has the college education and the work experience she has been back 3 months, has applied for at least 20 jobs and she is pretty down cos she applies for the same type of role and is either told ';we are looking for someone with more experience'; or ';you have too much experience for the role';. Yet the job ads are not specific ruling her out, just the recruiters when they see the resume. What can I do to help her with a situation that makes no sense? I've noticed recently she's not happy with herself and how the job search is turning out.
